Most of us never see a tornado in our lives, so when storms move in, it isn't unusual for people to mistake non-tornado phenomena like scud (low, fast move clouds) for tornadoes. The National Weather Service has some great pictures of this that are extreme in nature. The photos look like they could possibly be tornadoes in the formation stage.
