Bleg! Please help!

Anyone know anything about the Moscow Times? What is the ownership structure, where are the reporters based, and why do most of them have very non-Russian names? Any help would be appreciated. Thank you!

Reason for the names is -- it is English language paper.

Funnily enough, the jump says
"Derk Sauer, a former Dutch fellow-traveller, takes stock of a lightning career in publishing, which has developed in a remarkable parallel with Russia´s transformation to a market economy."
